Francis Saturnino S. Juan, CEO

Atty. Juan has leadership in energy and power regulation. He was the first-elected President & CEO of Independent Electricity Market Operator of the Philippines (IEMOP) that runs the WESM from June 2018 to June 2019. He was former General Counsel of H&WB, where he provided outside general counsel support, and rendered consulting services to selected clients. He is, so to speak, a walking dictionary of electricity regulation, having worked for 13 years with the Energy Regulatory Commission. He was its General Counsel when he drafted the Commission's Rules of Practice and Procedure and other important regulations for the Commission. In addition to being the Executive Director from 2006 until January 2016, he was the articulate voice of the Commission, having been designated as its official spokesperson. He also headed the Commission's Renewable Energy group that worked on the issuance of the Feed- in Tariff and Net-metering Rules and other key regulations to promote renewable energy in the country. He completed the Strategic Business Economics Program of the University of Asia and the Pacific, and graduated from the University of the Philippines with degrees in Bachelor of Laws, 1994, and Bachelor of Arts in 1990.

Haile Pargad B. Biteng, President

Mr. Biteng earned his Mathematics degree from the University of the Philippines, his MBA from the University of Chicago and some Economics PhD units from London School of Economics. He started his first Information Technology company when he was 26 years old and it grew to dominate its niche. He has deep experience in building products, understanding the economics of the products, marketing and selling products, and ultimately, helping customers maximise the value of the products.

Jose Agostinho O. Salvador, Chief Operating Officer

He earned a degree in Accountancy from the University of Santo Tomas. He has worked with Oracle products in Asia, Australia, and Europe for over 16 years. His specializations include Project Management, Financials, and Project Accounting.

He ​is CEO of 8layer Technologies, makers of KahelOS, a ‘Filipino-friendly’ operating system based on Linux. Linux or GNU/Linux, unlike Microsoft Windows and Apple MacOS, is a free and open source software operating system for computers. The operating system is a collection of the basic instructions that tell the electronic parts of the computer what to do and how to work.​ Meric is uniquely a creator and inventor in his field.​

Benedicto O. Bulatao, Vice Chairman

An accomplished executive in the field of Telecommunications, Broadcast and Information Technology. Possesses extensive experience in Transmission (Terrestrial and Satellite based), Switching (Telephony and Packet Data), Data Communication, which includes TCP/IP protocols. Expertise includes Project Management, System Conceptualization, Integration and Implementation/Execution, Production Development and Solutions. Well versed in corporate operations which includes, Administration, Regulatory compliance, Business Development, Strategic Planning, Crisis Management, Budgets, Purchasing, Contract Negotiations. Adept in Gaming/Lottery technologies having authored, designed and implemented a modular Totalizator utilized by PCSO. He holds several Games and Systems registered under his Intellectual Property Rights. He concurrently serves as Senior Director/Adviser for Praeeo Networks Technologies Inc., 8Layer Technologies. Currently the CEO of Inventiv Media Inc.

Antonio A. Ver, Chairman of the Board

He holds a Bachelor of Arts and a Bachelor of Laws from the University of the Philippines, and post-graduate in financial engineering and alternative strategies for infrastructure development. He was Program Director for BOT Projects in the Department of Transportation and Communications from 1989 to 1995. He was Independent Director from June 17, 2009 to June 15, 2015 of the Philippine Electricity Market Corporation that manages the Wholesale Electricity Spot Market. He is Co-Founder in 2008 and elected President until 2016 of Asia Pacific Basin for Energy Strategies, an Energy and Economic Think-Tank, and an Organization in Special Consultative Status in the United Nations Economic and Social Council (ECOSOC).
